In regards to BSL, Breed Specific Legislation

In the light of recent events, we would like to send our condolences to the families who have suffered harm and loss of loved ones. This is not taken lightly and your pain is understood and felt by everyone.

But we plead please do not turn this into a witch hunt, when we suffer we wish revenge upon the ones who have caused it whether it is a person or in this case a breed of dog. But this is not our heads speaking it is our pain. The media does a great job vilifying this breed every chance it gets, yet when other events occur, nothing is mentioned about the breed, only big dog etc...

So we wish to make ourselves clear, Breed Specific Legislation does not work. Just look to Ontario, ask the Montreal SPCA, it does not work it only sweeps the problem under the preverbal rug.

It is important for all levels of municipal government to take a step back and consider all the aspects regarding this tragic loss of life at the hands of an irresponsible dog owner.It is easy to ban a breed type in hopes that a tragedy such as this will never happen again.However ,research has shown time and time again that this is not the case.

The media will parallel this tragedy to support the banning of certain breeds of dogs, it will spin the story of Ontario as a success.This however is not true.Since the bans implementation over there have been more incidents involving dog attacks.Its only the breed involved that has changed.

People who do not support these types of laws believe that no specific breed is inherently bad or prone to aggression..Genes are a road map, not a destination,states LeeAnn O’Reilly, President of the Dog Legislation Council of Canada ( herein referred to as the DLCC ). “ Underneath the fur, all dogs respond to training, socialization and positive human interaction..With over 12 different types of known aggression in dogs, all of which can become reality for a variety of reasons, a good dog owner recognizes the signs and makes sure their dog does not pose a danger to anyone.Genes may be the foundation of a dog but in the hands of a responsible dog owner, any dog is a safe dog.”

Providing for public safety is the only goal upon which we as dog owners and non dog owners alike must agree on and work together to attain .Public safety cannot succeed once government places dog owners against law makers.Breed specific legislation should not be legislated in a province which prides itself on independent thought and manner, so why would this province follow in the failed footstep of others?

This is where the Dog Legislation Council of Canada comes in. The goal of DLCC is to help lawmakers to create non-breed specific regulations.The DLCC has worked with over 6 provinces and countless communities to do just that.

What's the worst that could happen?
Home insurance will be more expensive or even refused when a city or a dog breed banned in other countries, canine companions "pitbull" are gentle, or even trained as therapy dogs heroes.

Photos of garbage pails full of banned breed carcasses are the only remaining testimony of these pets. Imagine how you would feel if you were out for a walk with your family, including your canine companion, and your dog has been snatched away from you. Without cause or reason your dog would be sentenced to death and you could do nothing to stop it.

Since the implementation of the provincial ban, deaths increased each year (2 deaths in a year and a third in the second) and not by one of the banned breeds or mixtures thereof while statistics bites also showed no change. Deaths in Canada are attributed to racial / mixtures that are generally not highlighted by the media, nor prohibited in our country (type husky rank No. 1 target but we NEVER naming breeds) money spent ...... in the application, administrative hours, shelter, and legal costs far exceed any value of public safety and discernible in time have the opposite effect of what was desired with the increased bans ... Underground farm where dogs are not seen by veterinarians, etc., no socialization, we see little or no change in bite statistics because careless owners will then have other breeds / type etc. etc.

Maybe instead of condemning a type of dog breed you would be better served in the prevention of cruelty to animals and prohibiting animals sold in stores that promote the breeding of dogs in puppy mills. Maybe instead of banning breeds you could invoke a law to ban dogs chained 24/7 which is known promote aggressive behaviour in dogs and is a very cruel practice here in our county. It is because of so many BSL Pit Bulls end up in shelters in these areas. Some of them are lucky enough to be pulled by rescues and taken elsewhere, but many of them are simply put down.

I talked a little about how BSL is costly and inefficient, but it bears repeating. Study after study has shown that banning pit bulls does not reduce dog bites, and in fact only increases non-Pit Bull breeds of dog bites such as Labradors and Boxers. This proves that all the statistics you can find on Pit Bulls attack people more often than other dogs are an example of the correlation, not causation. All things being equal, Pit Bulls incredibly high rates in temperament tests. Higher even than Golden Retrievers and many other races.

Perhaps the most harmful consequence of laws specific to the breed is their tendency to compromise rather than enhance public safety. As some breeds are regulated, individuals who exploit aggression in dogs are likely to turn to other races, unregulated (Sacks et al., 2000). Following the enactment of a pit bull ban in 1990 in Winnipeg, Canada, rottweiler bites has increased significantly (Winnipeg reported bites to statistics, from 1984 to 2003). However, following the adoption of Winnipeg of a law on dangerous dogs neutral race in 2000, pit bull bites have remained low and the two Rottweiler and total dog bites have decreased significantly (Winnipeg bites reported statistics, 1984-2003). Whenever a new unfortunate incident occurs involving a pit bull in the news is the same: some are calling the ban this breed. I am against this idea.
The problem is the fool at the end of the leash; not the dog. As German shepherds, who had such a bad reputation with the Nazis and became beloved and gentle dogs, pitbulls are not "genetically" killers ..

LES DESSOUS DES INSPECTIONS DU MAPAQ(HSI)

Les inspectrices du mapaq(hsi), méprisantes comme elles sont, n'aideront jamais une rescue, sauf une menteuse comme mon ancienne bénévole qui les flatte sur le bon bord.

Après quatre (4) témoignages sur les mêmes faits, l'inspectrice Marie-Christine Laporte qui est partie avec les chats de l'Opération Félix a réussi à créer d'autre faux et inventer des explications sur les photos dont elle disait ne pas se souvenir, pour appuyer ses gestes devant la Juge. Elle n'a jamais voulu reconnaître que les litières avaient été renversées, transbordées pour que le tout apparaisse sale sur les photos qu'elle disait avoir pris elle-même (fabrication de preuves).

Dans son affidavit pour obtenir un mandat illégal, elle n'a jamais mentionné que des intrus, des personnes non autorisées seraient présentes (dont Sylvie Carrière, ex employée du mapaq). Mais comme je n'étais pas une criminelle avec un avocat dispendieux, quand j'ai voulu contester le mandat, on a fait disparaître le dossier du greffe et même du plumitif. Je n'y ai jamais plus eu accès.

Elles ne parlent que de non conformités et les virent en infractions (à la loi 54 que vous avez toutes appuyée) mais n'ont jamais défini ce qu'était une conformité. D'ailleurs, elles ne voient pas les conformités. Elles sont pas payées pour ça et la HSI non plus. Alors malgré tous vos efforts vous allez être trouvées coupables.

Même la photo d'une petite crotte que les chats ont fait revoler sur le plancher en grattant dans la litière, devient une infraction. C'est pour vous dire qu'elles courent après n'importe quoi et que ça n'a rien à voir avec les chats.

Jamais une inspectrice n'a admis que ce que les rescues font a de l'allure, aide les animaux et les sauve. Tous ces chats que vous avez fait soigner et stériliser à grands frais, elles vont les saisir et les vendre à leurs profits. Alors essayez de vous encourager, leur approbation ne viendra jamais.

Leurs observations sont basées sur les 'guidelines' de l'AVMA et définies pour fabriquer des preuves et selon ce qu'elles veulent en faire pour vous accuser.

Elles s'inventent des infractions en s'en allant, après avoir vu les photos prises lors de la visite. C'est la raison pourquoi le rapport vous parvient APRÈS une semaine ou deux

Elles ne vérifient pas si vous avez fait les corrections, ne font pas de suivi et continuent à s'inventer du faux. L'excuse fatale : 'je ne me souviens pas' ce que je vous avais dit.

Même quand elles partent en folles avec vos chats, elles ne regardent à rien. Elles mettent la main dessus et c'est tout. Alors vos chats avec des besoins spéciaux, ceux pas opérés, ceux qui sont fragiles, etc. elles veulent pas le savoir. Elles ne veulent rien savoir de l'animal, ni son âge, ni ses besoins. D'ailleurs, plusieurs vieux chats ne survivront pas à tout ce massacre.

La dame de Bonsecours, quand elle s'est fait voler ses chiens, essayait de donner les carnets de santé de ses chiots à la vet de la HSI sur place afin de leur éviter un autre vaccin. Peine perdue, la vet n'a jamais voulu rien savoir, c'est pas mal inutile aussi d'essayer de leur parler ou d'essayer de vous justifier, elles ne comprennent rien. On a toutes essayé. Ça prend pas.

Les chats sont ensuite vus par des vétérinaires corrompus par les $$$ (vous devriez voir les factures) , examinés rapidement et vaccinés ou revaccinés. On revient comme au point de départ quand vous avez trouvé cette petite chose stressée dans la rue, en avez pris soin, avez connu ses besoins, etc. Aucune considération pour l'animal qu'on vient de vous voler.

Il faut partir du principe que les inspectrices connaissent zéro pis une barre dans les animaux. Elles peuvent être transférées n'importe quand dans l'inspection des aliments au mapaq ou sur les fermes (ce qu'elles n'inspectent pas souvent parce que ça pue).

D'ailleurs, elles n'admettent même pas qu'il puisse y avoir une odeur dans un refuge même s'il y a des animaux. Une d'elle disait à un fermier 'vous avez des mouches dans votre étable'. Ça devient une infraction et elles en témoignent largement en Cour. Faut le faire. Elles ne font pas la différence entre une odeur d'urine d'un chat male pas castré et l'odeur d'urine des autres.

Y a rien à faire, les inspectrices sont de mauvaise foi, grandes amies avec les procureures de la Couronne et les employées de la HSI. Tout ça peut être démontré avec des témoignages de personnes qui l'ont vécu. Tous les juges qui ont été appelés à condamner des personnes qui se sont fait voler leurs animaux ont instructions de ne pas écouter la victime, de lui interdire de témoigner et surtout de les condamner aux pleins montants des constats. C'est une commande qui vient du DPCP à Québec.

Elles vont essayer de vous piéger sur une signature. MCL a essayé de me faire signer un accusé de réception de son rapport de saisie sur une tablette (comme au bureau de poste) Ensuite elle aurait pu transférer cette signature sur n'importe quoi. Je n'étais pas arrêtée et je n'avais aucune raison de signer quoi que ce soit.

J'aimerais avoir vos commentaires sur ce blog (ou en mp) afin qu'on trouve une solution pour protéger les chats qu'elles n'ont aucune objection à envoyer en fourrières pour être gazés ou vendus dans les labos. J'ai plusieurs solutions mais ne peut les appliquer toute seule. On va devoir se défendre toutes ensemble.
